Urban Citizenship: Expanding Democracy to Immigrants in San Francisco and New York City — On Oct 21, 2020, panelists discussed the ballot measure campaign (Prop C) under way in San Francisco to allow noncitizens to serve on city boards and commissions, a policy proposal before the NYC City Council to expand local voting rights to noncitizens, and participatory budgeting in New York City.
